Biological Resources Division Lead

Location: Poway, CA

Pay Range: up to $150,000 annually

About the Role
BFSA is seeking an experienced professional to establish and grow our Biological Resources Division. This position combines leadership, technical expertise, and client engagement to deliver exceptional biological consulting services.

Key Responsibilities

  • Develop and expand BFSA's Biological Resources Division.
  • Manage and lead biological resource projects, managing budgets, tasks, schedules, and serving as project manager or technical lead.
  • Lead and conduct U.S. Army Corps of Engineers (USACE) wetland/stream delineations and Clean Water Act (CWA) Section 404 permitting.

Project Controls Specialist
Location: Houston, TX

About the Role

The Project Controls Specialist supports the planning, budgeting, scheduling, tracking, and reporting functions that ensure projects are delivered on time and within budget. This role collaborates with project managers, technical teams, finance, and leadership to prepare cost estimates, establish baselines, monitor performance, analyze variances, and provide accurate data for informed decision-making. Success in this position requires strong analytical skills, attention to detail, and the ability to thrive in a fast-paced, multi-project environment.

Key Responsibilities

Project Planning & Setup

  • Develop proposals and establish project budgets, work breakdown structures (WBS), labor categories, and cost codes.
  • Assist with project kickoff activities, including schedules, deliverable tracking, and contract alignment.
  • Enter and maintain project data in ERP/PM systems (e.g., Deltek Vantagepoint).

Schedule & Progress Tracking

  • Create and maintain project schedules, timelines, and milestones.
  • Track task progress and completion percentage; update schedules accordingly.
  • Identify schedule risks, delays, and impacts to the critical path.

Cost Control & Forecasting

  • Monitor and track labor, expenses, subcontractor costs, and overall project burn rates.
  • Produce cost reports, variance analyses, and projections of estimate-to-complete (ETC) and estimate-at-completion (EAC).
  • Validate timesheets, invoice backup, and subcontractor billing against project budgets. Support change management processes and update budgets for scope changes.

Reporting & Analytics

  • Deliver weekly, monthly, and ad-hoc dashboards (budget vs. actual, KPIs, schedule performance, risks).
  • Prepare financial summaries for leadership, PMs, and clients.
  • Analyze trends and flag potential overruns before they occur.

Compliance & Documentation

  • Ensure project records and reporting comply with contractual and internal standards.
  • Assist in internal audits, QA/QC checks, and documentation reviews.
  • Maintain accurate change logs, risk registers, and deliverable trackers.

Cross-Functional Support

  • Coordinate with accounting, AP/AR, procurement, and subcontractors. Support invoice preparation, review, and reconciliation.
  • Participate in project meetings and provide data-driven guidance to PMs.

Qualifications

Required

  • Bachelor's degree in business, finance, management, or related field (or equivalent experience).
  • 2-5+ years of experience in project controls, project accounting, scheduling, or PM roles. Strong Excel and Financial Analysis Skills.
  • Experience with project management systems (Deltek Vantagepoint, SAP, Oracle, Primavera, MS Project, etc.).
  • Ability to interpret contracts, budgets, and financial data.
  • Highly organized and detail-oriented with the ability to manage competing deadlines.

Preferred

  • Experience in engineering, construction, environmental consulting, energy, or infrastructure.
  • Proficiency in Deltek Vantagepoint.

Mid-Level Environmental Specialist

Role Overview:

GIS Technician

Location: Houston, Texas

Role Overview:
The Geographic Information Systems (GIS) Technician is responsible for creating, maintaining and analyzing the GIS data to support the Perennial internal activities and distributing data externally as needed.

Essential Functions and Duties:
Data Management:
Creates and maintains GIS data.
Maintains metadata, data accuracy, and consistency across layers and services in the GIS environment.
Prepares GIS data to fulfill GIS data requests made by consultants and the public.

Application Support:
Provides troubleshooting and optimizes published services used in ArcGIS Portal web applications and maps.
Creates, maintains, and supports webmap applications.

Process Automation:
Automates processes using Python, ArcPy, Modelbuilder, and the ArcGIS REST API.

Data Analysis:
Analyzes GIS data.
Assist with departments projects, as needed.

Key Qualifications:

Archeological Principal Investigator

Required Experience: 3 to 5 years +; Master’s Degree, Register of Professional Archeologists (RPA)

Perennial Environmental Services is actively seeking a highly motivated person to fill a Principal Investigator position. Perennial is a rapidly growing environmental consulting firm that provides ecological and cultural resource services to a variety of clients throughout the country, primarily to the energy industry.

The individual should meet the Secretary of the Interior standards for archeology, possess a Master’s Degree or higher, be a Registered Professional Archaeologist (RPA), demonstrate experience with state and federal permitting, and have been the lead author on technical cultural resources reports compliant with state reporting guidelines.

Job responsibilities will include managing field projects and staff, writing technical reports, agency coordination, conducting background research, and contribute to proposals and marketing efforts. The candidate must also possess excellent written and oral skills, be highly organized, self-motivated, detail oriented, and be able to work in a high-demand atmosphere. The preferred candidate will have experience working on Projects in Texas, Oklahoma, Louisiana and the surrounding states. The candidate must demonstrate strong technical writing skills, have experience supervising field crews, be well versed in the state, federal, and local antiquities laws and regulations, and have experience working on linear pipeline projects, or renewable energy projects.

Additional duties include:

Full-Time FERC/NEPA Junior Project Manager

Location: Houston, Texas or Austin, Texas

Role Overview:
 
In this role, you will manage a variety of energy infrastructure projects, with a focus on those regulated by the Federal Energy Regulatory Commission (FERC). You will oversee the preparation of critical documentation for National Environmental Policy Act (NEPA) compliance, including environmental permit applications, resource reports for small FERC 7(c) and prior notice projects, Environmental Assessments, and Environmental Impact Statements. Additionally, you will coordinate with clients to manage environmental schedules, budgets, data needs, and project scopes. This position also involves overseeing the preparation of federal, state, and local permit applications, including those for U.S. Army Corps of Engineers (Section 404) and threatened and endangered species (Section 7) approvals. Occasional travel may be required based on project demands.

Mid-Level Biologist/Ecologist

Perennial Environmental Services (Perennial) is actively seeking a highly motivated person for a mid-level biologist position in Houston, Texas.  Perennial is a rapidly growing environmental consulting firm that provides ecological services to a variety of clients throughout the country.  

This individual will participate in wetland delineations, threatened and endangered species surveys, NEPA documentation, and baseline environmental studies.  They will assist in data analysis and in the preparation of the associated technical reports.  The individual will gain valuable practical experience in the field of environmental permitting and compliance.  The position will require travel, as needed on a Project basis.

Seasonal Field Archeological Technician

Perennial Environmental is an environmental consulting firm that provides ecological and cultural resources to a variety of clients throughout the country. Our Cultural Resources division has openings for field leads and technicians to conduct Phase I survey in Texas, Louisiana, Oklahoma and surrounding states.

Schedule and Compensation

  • Field Technicians with 1-2 years experience: $23 to $25/hr
  • Field Lead with 2 to 4 years experience: $26 to $28/hr
  • $59 Per-Diem or GSA per diem rate

Staff Archaeologist

Perennial Environmental Services (Perennial) is actively seeking a highly motivated person to fill a Staff Archaeologist position in their Austin, Texas office. Perennial is a rapidly growing environmental consulting firm that provides ecological and cultural resource services to a variety of clients throughout the country, primarily to the oil and gas industry. Perennial is headquartered in Houston and maintains satellite offices in Austin, Texas.

The candidate must at least a B.A. degree in anthropology/archaeology, and experience conducting Phase I archaeological fieldwork for linear projects including excavation of shovel tests, operation of GPS equipment, artifact identification and archaeological site delineation. Field experience in Texas, Louisiana, Oklahoma, or Southeastern US is required. The candidate would also contribute to a variety of office tasks consisting of data processing, archival and literature reviews, GIS support, limited technical reporting, artifact analysis and laboratory work. Environmental Inspector (Pipeline)

Required Experience: All levels
Location: Various energy infrastructure projects throughout the U.S.

Perennial Environmental Services is seeking resumes for qualified Environmental Inspectors (EIs) for various pipeline and other energy infrastructure projects throughout the U.S. EI positions will be staffed on a per project basis and will involve full-time work, likely exceeding 40 hours per week, for the duration of a given project.

Primary Responsibilities:
• Conduct on-site environmental inspections to ensure compliance with environmental regulations, permit conditions, project plans, and other environmental commitments
• Preparation of written inspection reports including photo documentation, construction status reports, compliance tracking logs, etc.
• Provide guidance regarding proper installation, maintenance, and removal of erosion and sediment control measures
• Conduct and assist with environmental training
• Correspondence with contractor, agency, and client personnel
• Coordinating any required sampling, transportation, and/or disposal of/for various media

Qualifications:
• Possesses knowledge of pipeline construction activities with experience working around heavy equipment
• Strong understanding of Industry Standards relating to erosion and sediment control practices, wetland crossings, stream crossings, agricultural lands, cultural resources, sensitive species and other environmental aspects of pipeline construction projects
• Ability to read and interpret construction plans, drawings and other technical documents
• Knowledge of environmental laws and regulations pertaining to pipeline construction projects
• Excellent written and verbal communication skills
• Ability to work long hours outdoors under various field conditions

• Valid U.S. Driver’s License
